There's a newfangled invention called "abstract data types". With
ADTs, you have interface words for accessing, e.g., headers or code,
and if specified appropriately, these words can be implemented for the
different dictionary organizations used in practice, different code
generation techiques, etc.
Amazingly, we do have such words in the standard, but they work only
in one direction: for generating code (e.g., ":" does not specify the
dictionary structure, and "COMPILE," does not specify the code
generation technique). We do not have such words for inspecting the
wordlists or specific words. There have been proposals for inspecting
wordlists and at least certain aspects of dictionary entries, though.
