All you need is a memory mapping in hardware, which maps different memories to different addresses. I remember the discussion with the customer when we were to embed an 8051 in the touch screen controller, with 8k RAM and 64k Flash (of which 56k were to be used for the actual application). I mapped that all into the same address space, which made it much easier for the customer to use than the typical 8051 harward architecture. The customer also said "we need a small ROM for flashing the flash" - and no, they didn't. Because flashing the flash from a program in flash is possible - the waiting time then needs to be in hardware, not in software.
