The closest they got to HEP was low-voltage DC to help recharge coaches' batteries since axle generators alone couldn't do the job on routes with low speeds and frequent stops. They still used steam for heating and, where applicable, wood for cooking. Amtrak realized that having batteries and generators in each car plus steam for heating (plus wood for cooking) was quite inefficient, not to mention unreliable and unsafe. That led them to design the 480V HEP system that could unify everything. I'm not sure why you'd have to replace the entire panel, but if so, I agree that's probably best left to a professional unless you have a lot of experience with that sort of work--in which case you'd probably have already done it by now. I've looked up the cycle many times, and it always makes sense when I read about it, but it's never sunk in to the level that I can still understand how it works an hour later. My brain simply rebels at the very idea of using heat to cool, no matter how proven the science is. I wouldn't be surprised if someone had managed to put such a system on a train since steam was abundant, but all the articles I've read seem to indicate evaporation cycle systems powered by DC batteries--and I know today's (US) trains use such systems exclusively. I have a very similar mental block for it as well, so I'm glad to know
that I'm not alone. A friend (with a devilish streak) once helped
explain it to me by having me touch the hot-side of a typical
vapor-compression mechanical machine ("OW! That's HOT") ... "Yeah,
just about as hot as the hot-side of a propane-fired absorption machine"
It's the magic of the mix of gasses and how only the sorbent and working
fluid go through the bottom part and all of the gasses go through the
top part that makes it work, but I *STILL* can't sketch it without the
textbook in front of me.

It was not > installed on a train :) Many years ago they uses steam as a basis for train air conditioning, but it found that mechanical a/c worked better. Many trains were cooled by blocks of ice, and key stations had icing facilities that stayed in service in some places for years.

Back in the 1960s, the city's gas works was pushing people to get gas air conditioners. Undoubteldy, they sought the same thing--a use for gas when demand was low. The city had recently converted from manufactured gas to natural gas (I think a new pipeline opened, making natural gas cheap). As an aside, our house had gas heated: oven/stove, clothes dryer, house heater, and water heater, all of which were more economical on gas than if powered by electric. Later on (1980s?), gas became expensive and new construction went back to all electric. Our complex is all electric, including heat, but we get a deal from the electric company for heat since it helps their demand. However, that's not available in all places, and the increasing use of heat pumps has increased winter demand.

The individual circuit breakers and panel are made to fit together in a proprietary design. Popping out a single breaker to replace it is easy, but one must get the same brand or equivalent. For whatever reason, the original builder chose an odd brand. (In old magazines, this once was a popular brand, but apparently that was long ago.) Unfortunately, the builder of our complex did a lot of weird stuff.

Same with mine; if there was an opportunity to cut costs, even by a few cents, they took it. I've corrected a lot of things over the years and spent far more doing so (even not counting the cost of my own labor) than it would have cost to just do it right the first time. For instance, the shower tiles are mounted on sheetrock, so one tiny hole in the grout caused an entire wall to rot and need replacing, and of course the same size/color tiles aren't available anymore, so I also had to re-tile the walls that weren't (yet) rotted. That cost several hundred dollars, whereas it would have cost the builder only a few dollars more to use the right backing material. I would think building codes would require the use of green board instead of sheet rock in the shower, especially in a big city. My dad built a house and *didn't know* about green board and the results were really bad.

I don't know if they would be liable for the costs of remediation, especially after all this time, but it's moot now since they (like many developers) went under when the mortgage market imploded. They're nothing but a way to raise revenue for the municipalities. Many products aren't inspected at all, and others are inspected literally by someone's kid who is clueless as to what he is inspecting. In my own experience, I had some repair work done, and while it was not an alteration (which supposedly doesn't require inspection), the town still demanded a $100 permit. No one ever came out.

But if code enforcement is lax or the work is unlikely to be discovered/reported, it may not be. Yes, but the several hundred dollars are yours, not the builder's - so as far as he's concerned, he's come out ahead. We see the same thing in software design all the time: a programmer will save an hour of his time by doing shoddy work, and a thousand users will each pay one minute of their own time every day working around it. Gain to the programmer: one hour. Loss to the user community: huge. There was the signature of a semi-sine (with ~8 steps per half-cycle) inverter. All even 230 volts, almost exactly 50 Hz. Like what a fair online UPS would deliver. I have friends that have refurbished a full set of ~1920 vagons and one of the first electric locomotives in the country, and they did it according to the original documents, backing out several later changes. But it was built for the 16KV, 16 2/3 Hz original spec; now 15KV, 16.7 Hz. I would be very surprised if the lamps weren't a few hundred volts and 16.7 Hz; or a few tens of volts DC from a battery with a charger.
