I take the advantage of asking your opinion directly as one of the
compiler implementors that we have at hand here.

Do you think that implementing a bound check with the [static]
interface for function parameters would be easy to do? Does your
compiler provide this?

I know from other compilers (the gcc family has "attributes") that can
glue additional properties to individual function parameters. So for
them implementing at least the compile time check if an array is
passed to the function should be not too difficult, I guess.
