There is certainly a potential for improvement in C where it allows to
assign pointers to differently sized VLA, considering them to be
compatible.

Here, at runtime, the information is available if the sizes fit, so it
should not be too difficult to implement a runtime check for this and
to throw some sort of runtime constraint violation. If you would
formalize that with a "strict" approach it could be a good start.

If in such a strict setting one still would do such an assignement,
one could easily cast this pointer through void* to rip off all type
(and size) information. So I don't think there would even be a need
for a new cast operator in C.

The runtime expenses for such a check would be moderate, since the
size information for the pointed-to-VLA is present at the place where
it is needed. In particular other pointers (not to VLA) would not be
affected.
