Not without introducing and using some new syntax to indicate the programm author's intent to use this new feature. Passing more information for _all_ functions with array arguments breaks the application binary interface (ABI), and thus essentially all existing interfaces to binary code (think: kernel interfaces, shared libcs...). I.e. the compiler _has_ to still be able to not pass that secret new data, and that _has_ to be the default behaviour for all existing code.
