I, too, wondered at the time why more people didn’t feel that the Algol 68 spec was an important step forward in formal language definition. But then, look at how plain-language descriptions have actually been made to work over the past few decades: a common strategy is to require the existence of two independently-created implementations that demonstrate interoperability from the same spec, as an indication that the spec is sufficiently clear and free of bugs to be worth finalizing. We do this not just with programming languages (all the ones in current use), but with things like file formats and network protocol specs as well -- look at the “RFC” series of documents from the IETF, for example.

When I was exposed to FORTRAN in '65 it was considered as another tool in an engineer's toolbox like a slide rule on steroids. Purdue had invented the first US 'computer science' department in '62.

It was 1960. Fortran had arrays of numbers, COBOL had structures including arrays of structures. If your point is that we have figured stuff out in the following 60 years, well, yes, we have. I guess Algol60 had dynamic arrays but no structures which limited how useful they were. I swear as soon as anybody figured out how to do anything useful with one of his languages Wirth designed a new, more obscure version. https://www.modula2.org/tutor/chapter8.php Chapter 8 - Input/Output In preparation That sums it up. I've heard Wirth's languages described as programs that are designed to tell secrets to themselves.

Free Pascal started as open source implementation of Borland Turbo
Pascal. Turbo Pascal added esentailly all features of C like
casts, pointer arithmetic and bit operations. And Turbo Pascal
programs massively used inline assembly (Free Pascal is intended
to be partable and I saw no example of inline assemby in Free
Pascal but I think that it is supported).
