Technically that is certainly possible, but legally it isnt, the supremes
would shaft that in nanoseconds because it's unconstitutional.

now with the dregs that are still trying to control comms.

Bandwidth.

That comes with increasing frequency.

LW is a few hundred kHz.
MW is half a MHz.
SW is effectively a few MHz.
FM is a few tens of MHz.
the satellite Ku-band is half a GHz alone.

A single fiber colour is around 50 GHz. There are 80 of them in a normal
long distance fiber pair. This gives 10Gbit easily.

Probably not more than setting up a large clear-channel AM station. 
Just the transmitters and antennas are different. Part would depend on 
where (and how many places) you were going to broadcast to, as 
different destinations require different antenna arrays. Low millions 
for the basic kit, I'd guess. More for a VOA/BBC/Radio Moscow level of 
operation.

If they're streaming on the Internet now, they've already got the 
production facilities, it's just transmitters and antennas and paying 
the electric bill.

If you have an emergency where you just need a cheap, wide covering
radio station I would go for some low-ish SW station; like 11M, and
beef up the transmitter to a few tens of kilowatts. Which is plainly
illegal by normal transmitter regulations. The normal limit is a few
hundred watts. 

This should cost in the low hundreds of thousands for a permanent setup, 
some tens of thousands for a temporary one built for a few weeks of
operation.

The limit for AM was 50kW for a long time, but then the capitalists
got what they wanted. 2 MW has been in use for several stations, ISTR
some Canadian one still runs at that effect. This has an electricity
cost alone of ~3MW x 0.07 $/kWh x 24 hours per day, or around $5000 per
day just in electricity. $1.8M per year. 

Assuming 2/3 effiency in radiated vs input energy. Which is VERY good.

If it's an emergency, would there be enough parts to build one (and
that assumes that someone nearby knows how to build it and make it work).

So building one also includes having some kind of power source which
may not be available if the situation is an emergency.

You can scavenge all kinds of electronics. The "special" part is the
high current output transistors/thyristors/even pentodes.

But then SW is only a few tens of megaherts, so you could probably
use any sort-of-recent high power thyristors.

You don't have to build radio LUX. 50 watts is the normal output
for a hobbyist rookie license. You probably want to increase that by
5-10fold to have a SW radio covering a 4-5 state area and could be
received with s simple whip or small dipole.

500 watts of output through a simple transmitter would require a power 
source of a few kilowatts. Say 3kw, and you have enough for lights, 
a mixing table, a few cds and tape reels. (still in use on broadcast, 
for the long nighters). Or some pcs with digital production tools.

Put a lot of effort into the antenna; but the materials for that
could be wire and string plus some primitive isolators.

A home 6kw diesel generator or a largish solar panel with a Tesla
or two Leafs as batteries could easily supply that for a long
period.

A few years ago there was an article in the ham press about a 160m
transmitter that used some MOSFETs designed for switching power
supplies.  (For those who don't know -- a 100W dissipation power
switching MOFSET cost 77 cents, a 100W dissipation RF Power MOSFET
cost 12 dollars.)

And you can't scavenge those, so it can't fly.

No you can't. No one has ever done SW that way.

Even that isnt feasible by scavenging now.

Makes a hell of a lot more sense to go the sat phone route.

If you have a decent tower which is very unlikely indeed.

Aside from the few people on a.f.c. who probably do have a sat phone, 
I do not think I've ever known anyone who had one. That's not gonna help.

Ok. total cost for everyone to have a sat phone and service? That's a 
boatload of sat phones at $600-$1000 apiece, not counting service, 
which for most people will be totally useless outside of an emergency. 
Vs. total cost for a SW station with emergency power and a mess of $60 
SW receivers?

Even Katrina took out cellphones in a fairly big area. For weeks. 
Something really big (what? I dunno, a Carrington Event takes out the 
power grids around the world, maybe) would be worse.

11M is 25.6-26.1MHz.  Most SW receivers should do that. It's a band 
that tends to be limited to groundwave, but that's ok, if you want 
long range go with something in a lower band. Biggest problem is that 
here 11M is also the CB band. On the plus side, some people would have 
CB gear that could be used as a receiver. On the negative side, some 
of them would probably interfere. But CB isn't widely used here any 
more, outside of a few channels.

Most of the SW receivers on eBay cover the band. Probably Amazon too, 
but most of those don't show specs.

We aren't talking about communicating with the general
public in an emergency situation, we are discussing what
to do in an emergency situation in an area where there is
no multiply redundant cellphone and landline service etc
and it’s the professionals who are dealing with the
emergency who are being communicated with, not the
general public.

The only sensible thing to do as far as communicating
with the general public is to use the TV systems and
the AM and FM radio systems, not SW radio.

And SW radio is hopeless compared with what is possible
with stat phones with the professionals involved in areas
where the cellphone and landline system is unusable for
a while until portable cellphone bases called COWs (cell
on wheels) can be flown in etc.

Sure, but it makes a lot more sense to use the TV, AM and FM transmitters
to communicate with the general public than to try to cobble up a high
power SW transmitter when hardly anyone has anything to listen to that
with and they all have multiple receivers for TV, AM and FM available.
Plenty of them in their cars which can be used even without mains power.

Sure, but most of the TV, AM and FM transmitters and nearly all of
the landline exchanges have backup generators which can be used
in that situation and the vast bulk of the general public has access
to receivers at least in cars and don’t need mains power to use the
landline system.

And sat phones are a lot more useful in that situation for the
professionals than any high power SW transmitter desperately
cobbled up out of whatever parts you can find etc.

The military has plenty of comms capability
that doesn’t rely on mains power too.

But the problem is that the antennas used in the sort
of SW receivers that most of the general public has is
useless for any sort of range at that frequency.

Sure, you can certainly use the CB radio band and there are
quite a few receivers in that band, but it makes a lot more
sense to use TV, AM and FM transmitters to communicate
with the general public who has a hell of a lot more of
them than they ever have SW receivers and CB radios.

which has taken out the cellphone and landline systems.

That cant happen with the TV, AM and FM systems, so

I take the VHF, operating on the maritime bands. It has coverage along
all coasts and from mountain tops with just the whip. I have successfully
run a radio check with Norwegian operators from the Limfjord inside Denmark.

It operates in the 28MHz bands, just above the 11M band. It uses FM, not
AM, so it is kind-of-hybrid SW. But the channels for the emergency rescue
teams are there. 

I have three of them. One small handheld one at 1W, one 5W luggable one
and one 40W one mounted in my boat. I take second one with a good tree-mountable
antenna for field trips.

But TV, AM and FM broadcast stations are a hell of a lot
more useful ways to communicate with the general public
in an emergency and sat phones work a hell of a lot better
for communication with the professionals in that situation

TV, AM and FM are broadcast media. They are from the authorities
to the public. Useful, yes, but in emergencies you need back
channels as well.

We got the experience with Dagmar (the hurricane) a few years
ago. It hit two counties along the coast very badly, and the 
hinterland severely.

The two counties were more or less without power for 6-7 days, 
and it hit near the winter solstice so solar panels were pretty
useless at 65 deg north.

The mobile network was gone before the center of the storm
hit. Of the ~350 base stations around 200 were hit by wind forces
enough to dislocate masts and antennas, and the remainder got
hit by the power outage. 

After around 48 hours the phone network died completely.

A satellite phone would work, but who could they call? 

The maritime communication network based on VHF (@28Mhz) worked fine
all through. They lost one transponder, but that was for convenience
only.

OK, that gave you 8 phone lines to the world and 8 internal comms
channels. Not much, but enough for distress calls and emergency
repair workers. And every boat had one. (This was in a community
based on the sea, so there were a lot of boats).

It took 9 days before everyone had power back and 8 before landline
service was restored. And the rest of the country had some outages
too, but nothing like this.

The local FM stations for both TV and radio were out, too. They could
receive broadcasts from further away, with a good location and antenna.

You must assume that all fixed infrastructure is gone when you plan
for disaster recovery. Satellite, AM radio (from afar), SW portable sets, 
and after a week or so, basestations on wheels.

SW is a far more resilient solution than satellite when you talk about
large communities.

In fact by far the best way to communicate with the
general public because almost all of them have receivers
for those and plenty of them are in cars so they work
even if mains power is temporarily unavailable.

Yes, but SW isnt the way to do that. That is much better
done using what still works with the cellphone and landline
service and with sat phones at are there just for that back
channel so that those who are affect by the major emergency
can tell those who will be providing emergency assistant with
information about what they need and what has happened etc
when that information can not be obtained using observational
satellites etc.

And that is the situation where AM and FM and digital radios
in cars ensure that there are viable ways to communicate with
the general public by the authoritys that need to tell the general
public what they need to do, what assistance will be coming,
where the areas of high risk are, etc etc etc.

And that is readily fixable in the long term by having some much
more robust mobile bases that can survive anything. Perfectly
practical to do that and leave SW for dead. Same with generators
for the essential core mobile infrastructure that can survive anything.

Those who are not in the area who will be providing assistance to them.

In the case of remote islands, that can be provided
from thousands of miles away trivially and that is what
happens with the pacific islands every single year.

And it is perfectly possible to make the core of the mobile system
as robust as that too and to fly in COWs using choppers too.

Sat phones in the police stations and fire station and hospitals etc

power back, what matters is how long it takes for the
important stuff to have power back emergency wise.

That must not have been very well designed. Ours isnt out for
anything like that long when we have hurricanes or cyclones.
When Darwin was almost completely obliterated, the landline
system survived fine and I know that because I know someone
who was personally involved in controlling access to it so that it

emergency services needed to use it to coordinate the response.

Then they should be designed more robustly so

And that's all you need, some that can do that so that the information
that is broadcast can be spread locally using even just word of mouth.

survives anything. That's what we do and it works fine.

hospitals etc etc etc. That works FAR better than
SW essentially because the comms system is vastly
more reliable and capable and allows a full net

it and they get serious emergencies most years.

You *SURE* about that?  The only marine stuff that I know of is up
around 156-160 - nowhere near 28.

Maybe it's different in Europe?

There used to be the 500KHz calling frequency for maritime emergencies, 
did that get deleted in recent times?  I think so.

The marine band used to be in the 2MHz range, then the VHF band as you 
mention was added in the late sixties or early seventies, making it more 
accessible (smaller antenna, cheaper equipment, I think more channels), 
while the shortwave marine band went SSB (from AM) and became more 
exclusive.  I think it's still there, but not certain.
