Nope, I've never believed that the best OS would naturally dominate. Suffered through too many years where IBM created software was dominate. Different factors come into play with software. Here's one that's sort of mind bending: Price should be an important factor when choosing software. The lower the price the better. Except, lots of businesses won't touch free. -- Dan Espen

I have a simple definition of "better": For free software you look in the README file or the "Help->About" thingie and send off an email. You sometimes get a fix in a few minutes. Rarely more than a few hours. And you might even get a patched binary the same day. For commercial software you're still waiting for level 1 to answer the phone. -- Dan Espen

That, in turn, is why many vendors are replacing perpetual licenses+support with subscriptions: if you stop paying, your software stops working. Even "Service Level Agreements" with actual penalties often don't amount to much. One telecom vendor admitted to me that if a customer demands an SLA, they just increase the price by the maximum penalty on the assumption they'll always end up paying it; if by sheer luck they don't, it's just free profit. Once the bounty is high enough people will come forward. If you post something like to the price Oracle charges yearly to a fortune 500 (generally well into the $100ks, if not $1M or more) you will have attention. Very good attention. Every medium to large open source project has a whole ecosystem around it. There is often (but not always) a sponsoring organisation plus a few dozen independent consultants. As an example, let me tell about the VOIP world, which I know quite well. You usually have several components to implement a voip provider. You have the sip router, kamailio. This is based around a few closely cooperating companies in Berlin, Germany. They have a very professional team, and have a whole user group around them, They take frequent bounties; both for development, bug fixes, feature requests, documentation, training and outright installation and delivery to production. They have a web site where you can solicit this. This is read hourly by the main developers. Then you have the PABX, asterisk. This is developed, controlled and managed by a company in Huntsville, Alabama, and they have a team of developers. They also sell a commercial version, as well as a set of hardware to go with it. They are a lot more corporate in their outlook, and you will have to negotiate with them for any fix,feature request etc. They have a classic sales organisation for this. This degree of control led to a fork, where a mostly European group took the sources, changed the logos etc. and made FreeSwitch. This has a lot looser set of developers, but are a real, viable alternative. They support largely the same set of hardware. and run a website with multiple postings each day. Then you would use the standard LAMP (Linux, Apache, Mysql and PHP) to integrate this to make a business. These are regarded as so standard tools that outright bugs are a worldwide issue, and there are literally thousands of eyes following the code intensely. The process of posting a bounty goes roughly like this: 1) Identify the codebase and project where you need work done. 2) Find the "home website" of the project. These would probably be done already in your selection process. 3) Make an exact description of the work you want to be done. 4) Post this as well as an offer of money to the home website. 5) If no response, increase the price, and repeat until someone you trust responds. 6) Make a standard, commercial contract with the responder. This can be everything from a no cure no pay, which you would do with someone completely unknown and unproven, to a standard engineering contract with someone with a proven reputation. 7) Be prepared to make a bank guarantee for the offer, and appoint a third party for verification of the delivery. Normally only done if the price is well in excess of $1k. You would have to sort out the legal domain, tax regime, VAT obligations etc; since this is a very international game. -- mrr

You're much better off breaking a project down into small chunks that can be digested by individuals, at least if you have someone on staff who can manage that. Indeed, and most companies' legal depts can whip up a decent Statement of Work in a few hours the first time, and after that, you just change the technical details as needed and pass it by them again for review each time.
