To add a single data point to this thread. I have worked on quite a few
ISA developments all in the embedded systems area. The appearance of
selective benchmarks is likely the result of targeting an ISA to a
specific application area than selectively promoting a general purpose
processor that doesn't do well in some applications (or benchmarks).

My experience is that ISA designs and supporting tools have very
specific goals by the developers even if those goals are sometimes not
well articulated. I have never been involved in an ISA development that
wasn't committed to maximizing the intended application performance.

In the developments I have been part of benchmarks are often run but the
biggest feedback is application reference designs often developed at the
same time. The reference design metrics early in an ISA development
significantly change how an application area is understood. At a minimum
it identifies data and control flow bottlenecks and focuses on potential
instruction set changes.
