I recently brought a Forth 200x system up from scratch using the test  
cases published in the Forth11-1.pdf document.  I did not need a reference  
implementation to compare with, just the test cases.

Initially I defined low level version of the test harnis: {, ->, }, \,  
TESTING.
I defined a version of : which read and ignored all text until the next ;.
This meant that I had to define a number of low level definitions used by  
the test cases: 1S, 0S, MSB, <TRUE>, <FALSE>, MAX-UINT, MAX-INT, MIN-INT,  
MID-UINT, IFFLOORED, IFSYM, T/MOD, T/, TMOD, T*/MOD, T*/, BITS.
Finally my character read function also echoed the character to the  
terminal, so I could see where the test file failed.

I was then able to implement each word as required by the test cases.

When I was able to replace the low level definition of the base word with  
a high level definition, i.e., when I had implemented CONSTANT, I removed  
(commented out) the low level definitions.

I was forced to implement a correct version of : when I got to the test  
cases for DOES>.  By this time I had already implemented CREATE, CONSTANT  
and VARIABLE or : was not such a big deal.
