"TO" is extremely ugly because it has different meanings. It's not only state smart, but it's also smart about what kind of value you want to set.
As it's also bound to local variables, it breaks the "old" concept of Forth how variables are defined - locals could follow this idea in a theory, but that would make problems with optimizing compilers. I don't know exactly, but for some reason I'm not happy with the concept of local variables in Forth. It's for me like a "hotfix" to have something like this.
