Forth implementations tend to be quite small, so by definition they can't require a lot of code. The traditional code generation technique going back to the 1970's has been threaded interpreters, which are easy to implement and which (not by coincidence) map very naturally to the structure of Forth. Their performance is quite a lot better than other typical interpreted languages of that era (i.e. BASIC), though much worse than carefully written assembly code. Only in the more recent era, there are native-code compilers that generate optimized code competitive with C compilers and handwritten assemblers. Stephen's implementation (MPE) is probably the most advanced of these, and this may be what he was getting at about code generation. But an interpreted implementation is perfectly consistent with what most people expect from Forth. Besides compilers and interpreters, there is a third implementation strategy that Chuck is pursuing now, that wasn't practical for lone developers or small companies in Forth's heyday but that has become much more accessible in the past couple of decades. That is implementing Forth-oriented CPU's directly in hardware, on an FPGA or custom silicon. Chuck's GA144 is an example of this. So are Bernd Paysan's B16, Ting's EP32, and so forth. I think pursuing hardware implementations is why Chuck gave up on ANS Forth. He wanted Forths designs for his specific processors, where the CPU design and the language design closely influenced each other.
