The idea of hard misc cells on an fpga is to save LUTs and power compared to using softcores. That lets you use a smaller and cheaper fpga. The early FPGA's were just wall to wall LUTs, I think. Now they have hard cells for frequently used specialized functions: RAM blocks, DSP slices, and more recently ARM processor cores. For many purposes ARM is overkill though, and misc is enough. Or there could be an ARM with some satellite MISCs. Things like UART's that are done with hard logic on lots of SOC's might be reasonable to do with misc cells instead, if there is a precise clock signal available (a frequent roadblock for the GA stuff).
