But again; and especially for this rather tiny file, you should do a 
hashcheck on the file before proceeding.

Remember how to do that booting into the Dell MX?  Using your fm 
navigate to the dir w/ the target file and select it, then R click for 
the context menu and then Properties/ Checksums

It will auto start calculating the 3 defaults that it is configured for 
md5, sha1, sha256; you only need to compare one of them to their values 
from Dell:

You don't want anything corrupting to go on in a firmware update.  I 
don't know what happened w/ the Hiren's operation.

After you've confirmed that the hash is OK for the .exe you use the 
system's bios:

  3. Power on the system.
  4. At the DELL logo screen, press F12 to access the one-time boot menu.
  5. Select BIOS Flash Update in the Other Options section.
  6. Click the ... button to browse the USB drive to locate the 
downloaded file.
  7. Select the file and click OK.
  8. Verify the existing system BIOS information and the BIOS update 
information.
  9. Click Begin Flash Update.
  10. Review the Warning message and click Yes to proceed with the update.
The system restarts and displays a Flash Progress bar at the Dell logo 
screen. The system restarts again when the Flash update is complete.

I have a question about why you are considering installing W10.  If the 
only reason is that you think it is possible that a W10 will work the 
speakers when the W11 did not, there is a Hirens W10 PE in its archives 
(before the W11 PE).  If you want the machine to be running a Windows as 
its OS whether the built-in speakers work or not, that is another angle.

I've been able to boot the MS W10 installer .iso from both a Ventoy and 
also from a Rufus written USB w/o having to use the MS media creator.
