Since neither the Waves nor the Dell Optimizer are said to be 
compatible, I would say one could or should just install the driver 
itself and settle for something less than 'full functionality'.

I'm also thinking that this Dell is going to have to settle for 
something other than the built-in speakers.  It has HDMI sound 
capabilities and a headset jack.
