I'm confused about this question.

LO comes in many languages which is generally influenced by the locale 
you have chosen for your installation, which also has many language choices.

It is possible that someone may prefer to have LO function in one 
language because it is their language preference, such as .en, but also 
want to be able to create a doc in another language, let's say Dutch .nl.

Then, they might want or need to have a .nl dictionary in LO to aid them 
in spelling of .nl words even tho' the locale language of the LO is .en.

Or is your question something different from that possibility?
