"decision hiding" is certainly not standard terminology.

I suspect you're familiar with the concept, though.  It can be as
simple as a few pointers at the start of the data; all a caller needs
to know is that you EXECUTE them to access the data.  It's called
"late binding" because the call isn't bound to any particular target
until execution time.  This is distinct from "early binding" where you
know at compile time exactly where a call is going to go.

"method", you mean?  They're the routines that access the data, that's
all.

No, you can't do that without OOP, because those concepts *are* OOP.
Do that consistently. and you're object-oriented programming.  You
don't need an object-oriented language: that's purely a matter of
notation.  But notation is important.  Turing famously was quite happy
to read a display backwards in binary, but everyone else found it
inconvenient.

Not in 1960.  These days people use Java bytecode.
