No, probably not.
What I want is for control to arrive at the first instruction that wants to deal with the interrupt at hand, and that the HW has taken steps so that the interrupted context can be restarted.
What I would like is for the architecture to have predefined a resting place for architectural registers strongly associated with the context, and when an interrupt like event has taken place, any register touched by the new context causes a background store of the old register contents that well defined place. Thus, if your interrupt service routine only uses 2 registers, only 2 regsiter get saved, if it uses all the registers, all the registers get saved. So when control arrives at the *IVP the machine is already in a state to run compiled code, complete with MMU table addresses,...

Flush might not be an inadequately descriptive word, the entries in the TLB get mashed by instruction and data accesses in the interrupt service procedures.

If you set up the HW to do background stores to the known resident position for the register of the interrupted context, you can make that the latency of reading the first instruction.
On the other hand, a machine like CDC 6600 (or 7600) could dump all its registers (24) to memory and read all the required new register from memory in only 16 cycles combined and arrive with new base/bounds setup for memory protection at the same time/cost.
Context 1 running at full speed to context 2 running at full speed in 16 clocks with no setup/teardown.

PDP-11 could a typical ISR in 1 instruction, Read absolute, store absolute, return from interrupt. {Things like a TTY interrupt (keyboard in modern parlance.)}
