Isn't that why modern x86 CPUs have tag bits in the I-cache to tell the decoders where the instruction boundaries are? They've been three-wide for a while now, and IIRC AMD just went to four-wide. x86 is particularly bad in this, since you have to find the opcode, look it up in a table, partially decode the ModRM byte, check for any prefixes that will modify immediate length, etc. to know how long the instruction is.
