You need to remember that the PC was kept as if it were an address register. Second that the fastest opcode was 2 major (i.e. bus) cycles, so one could perform a byte sized operation on data and do a full increment on the PC in a minimum of cycles.
When an operand was fetched from memory, two sectionis computed the address and it was then fetched (2 cycles) {being interleaved with the sucessive opcode fetch} and so no cycles ended up being wasted.
