No, you are confused.  The expansion (if done) is just an expansion to a
string.  Where that string actually points is not defined.  Asking "where
it is" is meaningless in a context restricted to the tilde itself and
its expansion.

Saying "it does not mean that" is just as wrong as saying "it does mean that."
The tilde expansion does not address "where it is" at all.  And it is not
always expanded anyway:

anon@lowtide:~/tilde$ ls
~root
anon@lowtide:~/tilde$ echo "blah" > ~root/kah
bash: /root/kah: Permission denied
anon@lowtide:~/tilde$ echo "blah" > '~root'/kah
anon@lowtide:~/tilde$ tree
.
????????? ~root
    ????????? kah

1 directory, 1 file
anon@lowtide:~/tilde$ cat '~root'/kah
blah
anon@lowtide:~/tilde$
