And yet when asked to explain how you know, without reading a manpage,
that the following are equivalent:

cd "/usr/bin"
cd /usr/bin

but the following are not equivalent:

cd "~/foo"
cd ~/foo

your response was "Never said if I do or do not know that".

And when asked:
If the tilde refers to "the user's home folder", can you explain the following
without referring to the manpage?

anon@lowtide:~$ echo ~       # OK, that's my home directory
/home/anon
anon@lowtide:~$ echo ~anon   # why is this not /home/anonanon?
/home/anon
anon@lowtide:~$ echo ~anona  # why is this not /home/anonanona?
~anona
anon@lowtide:~$ echo ~root   # why is this not /home/anonroot?
/root
anon@lowtide:~$

The meaning is context-dependent as described in the manpage.  Quotes,
existing users, path position, etc., all determine what the tilde "means".
