The car doesn’t have to read that sign, just notice
that the road has been closed by a barrier of some
kind. It will have to be able to do that anywhere.

Its unlikely that the designers of self driving cars don’t realise that.

Its unlikely that any self driving car would do much reading of road
signs. Its much more likely that they will use the map data for that
instead and only read road signs for the temporary changes you
do see with road maintenance and situations like that.
