Probably not too bad as long as they stick to Santa Clara County. 
Remember the Cal DMV is just up the road in Sacramento.
Not too good if they head over I-80 over the Donner Pass through 
Truckee to Reno, or CA-50 to South Lake Tahoe in the thick of a Sierra 
storm.

They are hinting at a "disused" (Where did they come up with that 
word?) military base. I can't see the Presido or Hamilton AFB as likely 
candidates, but the old housing complex at the now closed Fort Ord near 
Monterey could be a possibility. "Mythbusters" has used those abandoned 
Fort Ord streets for many a Mythbusting show. There is just not too 
much snow in the Monterey Bay area for that winter testing, but the sea 
food is pretty good.
