Actually, if you are trying to make a sandboxed Forth, you could define 
something like

100 cells constant rpsize
variable rp rpsize allot
: >r ( x -- r:x )  cell rp +! rp @ rpsize u>= -5 and throw rp @ rp + ! ;
: r> ( r:x -- x )  -cell rp +! rp @ 0< -6 and throw rp @ rp + cell+ @ ;

maybe as primitives.

I.e. you don't have a "real" return stack, and can't manipulate the real 
return addresses.
