I'd expect it's feasible to build such an environment from the ground
up, with security designed in at every step, resulting in something
perhaps comparable to Javacard.  Of course there are no absolutes, but
Javacard has held up pretty well over the years.

What I'm much more skeptical of is the feasibility of taking some
existing or conventional Forth implementation that wasn't designed for
security, and turning it secure by methods like sealing word lists,
while still leaving enough capabilities intact to allow users to program
it in traditional ways.
