You know, this sounds kind of like JSForth, which runs completely inside
a browser, implements ANS, and is pretty cool.

I think it's better to use a virtual machine approach, where the VM
itself is very limited and sandboxed, and doesn't deal with the
complexity of a human interface (text interpreter).  The colon compiler
runs at user level and produces VM code which then gets interpreted.
This allows doing things like counting how many VM instructions are
executed, to prevent the user programs from staying in CPU loops.
