I'm not at all convinced from the "safe from the inside" approach.  This is 
the route Java took, and Java is now considered one of the primary entry 
doors for malware, only rivaled by PDF... which takes about the same 
approach.

IMHO you need a sandbox outside of the possible malicious program, which 
just checks the syscalls for validity, and restricts them to permitted ones.  
The most important thing for this sandbox is that the possibly malicious 
program can't write into the sandbox memory, and that the sandbox is very 
simple.  Just checking for allowed operations isn't very complicated.
