IMHO he mixes two things up: Exploits of vulnerabilities, and exploits of encryption. These two things are on a different level of untestability. Most engineers test for functionality. That is they enter well-formed data into their system and look if it responds well. This s already hard enough ;-). The next harder thing is test for not-well-formed data, and this still can be done. If you randomize your input (it's better to add a little error here and there, not full garbage, because full garbage is easily detected), you can see if there are possible explits. That's how people actually find exploits. The last thing, the secure crypto-protocol, is the hardest. As said, it does work, functionality is ok. It will also withstand randomized inputs (I suppose we randomize inputs with correct authentication, as testing if the crypto protocol rejects not properly authenticated messages is easy). It looks like it's all random, so it is encrypted. How good is the encryption?
