A normal user process can't do a "mknod sda c 8 0", because it actually 
doesn't matter where your sda file is.  Doesn't need to be /dev/sda.  Same 
for /etc/passwd+/etc/shadow and a self-created /usr/bin/su, because as 
normal user, you can't create a setuid root program.  I however also 
remember something about a self-created ld-linux.so or so, which can be used 
for priviledge escalation.

The main problem with chroot AFAIK is for programs with root priviledge, as 
chrooting those does not help - they have enough priviledge to escape the 
jail, and mknod /dev/sda c 8 0 is just one possibility.  As jailing programs 
that run as root was done first (because these can do the most harm), most 
people concentrated on that problem.
