NO, the atmosphere goes beyond the Moon.

it doesn't matter, anyhow, if you are only concerend with the impression 
of the sky from the ground.

No, because I'm not a fish.

I had answered the question, whether or not fish would see the water.

Actually I don't know, but would guess, that fish would not need to see 
water, hence don't. They would assume water to be similar to what is air 
to us.
