The problem does seem to be associated to something on my server (my 
64bit Linux box). I tried entering "ping pop3.tiscali.co.uk" on my 32 
bit machine, and at first it didn't work. Then I unplugged the network 
cable from my server and the ping immediately started working. 
Reconnecting the my server network cable, the ping was still working. 
Presumably whatever the problem is, it is takes a bit of time to 
manifest it's self.
