Running Windows 11 24H2.  Trying to send files to my cellphone.

I can send files to a Windows 10 computer from this computer.

I am in a Local account on the Windows 11 computer

When I try to send files to my cellphone using the Send to Function on 
the right click drop down menu,  Bluetooth does not show my phone as a 
connected device.  There for I can not send files to my phone.

Same computer same phone.  I can send successfully files by Bluetooth to 
the computer.

Any guess where the MS boy hid the security setting to not show the 
cellphone in the Bluetooth Window 11 windows

  In Settings -> Bluetooth & devices, did you try the 'View more
devices' pull down?

  For example on my Windows 11 laptop, the 'Bluetooth & devices' page
only shows the devices to which I have connected at some time, but the
'View more devices' pull down (goes to the 'Devices' page), also shows
Bluetooth devices which are visible but not paired (and hence not
connected).

  You could also try the 'Add device' function.

  And you are sure the Bluetooth part of your phone is set to be
discoverable/visible. (My Samsung phone is always set that way, but some
devices can be set to be not discoverable/visible.)

  BTW, instead of 'Send to' -> 'Bluetooth device', I use 'Send with
Quick Share' (other item on the right-click menu). This uses/requires
the Google/Samsung 'Quick Share' (used to be called 'Nearby Share')
program/app on both (Windows and Android) sides, assuming your
'cellphone' is actually a smartphone and an Android one.

This is a setting at the phone end.

The phone must have the Bluetooth turned on, in
the "Discoverable Mode", for a pairing attempt
to be made. "Send To" requires successful pairing,
with the same six digit code showing on both
screens, in order for the pairing to be set up.

But no device wants to pair, unless it is put
in "Discoverable". It's a kind of permission,
assigned to the usage of Bluetooth. My desktop
computer is "Discoverable".

It is like the usage of an airplane mode - if
a device has the Radio portion turned off because
the device is on an airplane, that's a permission
to use a radio frequency signal. Well, the "discoverable"
mode assumes Non-Airplane mode (RF on) plus
the Discoverable property means the phone is actively
listing to the radio channel for pairing requests.
Or scanning for devices to ask, on a broadcast channel.

I routinely to the phone, when you try to connect on this Android phone 
and the Bluetooth is off, the phone ask if you want to turn it on.

So to answer you question Yes the phone is in the discovery mode

Is the phone within line-of-sight of the other Bluetooth device ?

The Bluetooth devices should work in greenfield mode (legacy bluetooth),
so even if one of the BT is a BT5, it still uses the same kind of
setup as a BT4 device would. The frequencies should be the same.

If a device is Discoverable, I believe it responds to some kind
of "broadcast channel". There is a channel, so the devices can
see a hailing call from other devices.

The nodes which are members of the same piconet, have to
use the same frequency hop pattern, to remain in communications.
That is presumably used during pairing, during profile setup/connected
phases.

Your phone then, is not responding to the broadcast from
the other phone. since both devices are peers, they
can be doing discovery at the same time. Which means
one device will be "eating" the hop pattern of the
other device, once pairing is set up. If the phone is
paired to a hands-free device, at the same time as it
does SendTo with the computer, I don't really know what
happens there. Maybe a peer can participate in two
piconets at a time, but I don't know how that can work
without having two receivers and two hop patterns operating
simultaneously.

I put two pictures in the post to Daniel, of what a
SendTo should look like in W11. There is no pairing sequence
with the six digit numbers in this picture set, as the two
W11 computers were paired previously, and at boot time,
they seem to have a paired status still (no attempt having
been made to disconnect or disrupt the pairing).

Thanks to the advice here, I now have my "Aspera Jazz 2" mobile phone 
showing as a Connected device under "Bluetooth & devices" on my Win 11 
Desktop .... and, on my "Aspera Jazz 2" mobile phone, I can see 
"DESKTOP2" on my mobile phone (I don't know where DESKTOP1 is. ;-P Not me!!)

How do I now use this connection to 'send' files/photos from the phone 
to the Desktop?? And/or vice versa??

When your phone is connected to your PC it shows up in File Explorer,
from where you can browse its file structure and drag files to your
PC, and vice versa.

Store'N'Go' USB stick, and Network). Selecting Network yields Mobile 
Devices (Archer_VR1600v) and Network Infrastructure (Archer_VR1600v) 
.... which I think is the Wi-Fi connected Modem (Why twice???)

And that's it. If I turn off the Mobile phones Bluetooth, nothing 
changes on the Win 11 Computer. ;-(

Does this mean I haven't really got Bluetooth set-up on the Computer

Use Device Manager, which is a right-click on Start, and the Device
Manager is an item in the list there.

On my Windows 11 Device Manager, the word "Bluetooth" appears as
the third item down. Inside the Bluetooth item, there will be
many items in the list, and one is related to the hardware device.

    Asus USB-BT400        <=== Possibly a Broadcom BT adapter

In the tray area (the caret symbol in the lower right corner, you
will see a Bluetooth icon there. That icon will appear, after the
OS downloads the driver(s) for the Device Manager entries. That
icon in the tray area, is evidence there is a Bluetooth device present.

In the Settings wheel. there is a "Bluetooth and devices" entry.
even if you didn't have Bluetooth, that entry would still be
labeled the same way.

In Bluetooth and Devices : Devices , there is a "discoverable" slider at the top.
The "discoverable" will be entirely missing, if the BT adapter is unplugged for example.
I routinely plug and unplug that thing, when testing stuff, so I've seen the
item appear... and disappear at the top of "Devices" submenu.

Yeap, Bluetooth Icon hidden but there.

Showing as 'On'.  shows "Discoverable as 'DESKTOP2'"
Under that there is "Connect a new device to 'DESKTOP2'" and a "Add 
device" button.
If I click the 'Add device' button then select 'Bluetooth', the 
sub-screen shows "Unknown device" and "DESKTOP-FLF6RMQ" .... then, after 
maybe 30 secs, the "Unknown device" disappears, leaving just the DESKTOP 
and offers 'Troubleshoot Bluetooth connections'.

Umm! Isn't the 'BT adapter' part of the Motherboard??

and the <unknown device> will get removed.

   "Essentially what I did was leave the window Bluetooth window open
    for an extended period of time and let the PC continue to search
    for discoverable devices.  As always, when I first opened the window
    up I would see 20+ unknown devices just like you described and would
    not be able to sync my Bluetooth headset, however simply leaving the
    window open while I multitasked with my day to day work seem to
    resolve the issue. "

This is not a good answer, but it may allow you to (eventually) finish
a pairing, connection, and an intended activity.

  As I mentioned, I use the Quick Share program/app on Windows/Android
[1], which is different from the Bluetooth-only method which Keith uses.

  That said, for the Bluetooth-only method:

- Windows to Android:
  In (Windows) File Explorer, select a file and then right-click -> Show
  more options -> Send to -> Bluetooth device -> your phone should show,
  select it -> Next -> 'Accept' on the phone -> file is shown on phone
  -> open it, etc. -> it's also in your Downloads folder.

- Android to Windows:
  In your file manager, long press a file so that it becomes selected
  -> Share -> Bluetooth -> 'Select device' -> select your Windows system
  -> There the buck stops for me, because:

  "/!\ <my_laptop> didn't accept sharing
       request

   Make sure the receiving device (<my_laptop>) is set
   to receive files using Bluetooth.

			   OK"

  As Android to Windows works for Keith (his problem is Windows to
Android), perhaps he can help with that part. (I'm not really
interested, because I use Quick Share).

Apps. For Windows there's an app in the Microsoft Store [2]. There's

the Android ..... and it, apparently, disappears into the big bit bucket!!

(On my phone, I see a message "Bluetooth .... Bluetooth share: Sent 
files .... 0 successful, 3 unsuccessful")

(Note: On my Win11 under "Bluetooth & devices", my Aspera Jazz 2 is 
showing as "Not connected".

  AFAIK, you should *not* use the 'Bluetooth Personal Area Network'
functionality. That's yet another function. Sofar we have three: 1)
Direct *adhoc* Bluetooth connection, 2) Quick Share and 3) Bluetooth
Personal Area Network.

  You're not 'Thick as a Brick' at all. As I said, I couldn't get the
(Bluetooth) Android to Windows connection to work either.

  I think you should try the Quick Share method I mentioned. And, as
said, on the Windows side, use the Windows program (.exe) (from Google),
because that's the one I use [3].

No, Frank, cause that's not what I want to do .... but as you asked 
again .... I turned Bluetooth ON on my Mobile phone then, in bottom 
right of screen, I selected the 'Network and Internet settings' thingee, 
selected the 'Bluetooth' setting and it showed my Aspera Jazz 2 as 'Not 
Connected'. Double clicking on it achieved ZERO.


Taking into account what I've typed above, when I Right Click a File to 
share from the SSD on the 'Share' screen the file I've selected is shown 
then 'No contacts yet' and 'share using .... Nearby sharing .... Notepad 
.... Paint .... Snipping Tool'

Selecting 'Nearby Sharing' brings up a screen to ...

"Turn On" sharing with a nearby Windows PC, or, "My Phone"

Selecting "My Phone" brings up a "Phone Link" screen. Select 'Android". 
That brings up a Microsoft Sign in screen ..... No Thank You!!

  Please follow my 'Windows to Android:' instructions. They do *not*
talk about going to 'Network and Internet settings' and it does not
matter that your phone shows as 'Not Connected', because it *will* be
connected in the "your phone should show, select it" step.

  Moral: Don't mix up instructions.

Perhaps I should just give up on trying to set-up High Teck and just try 
to get it working via USB Connection .... I mean I often have my Phone 
plugged into my Computer to Charge the Phone Battery!!

  Yes, a USB connection is perfectly fine and actually allows to access
more of the file system on the phone than many other methods.

  I use the Quick Share method only if I need to transfer only a few
files/folders and the phone is not connected via USB.

  BTW, both the USB (is MTP) method and the Quick Share method allows
you transfer files/folders from Android to Windows and vice versa, while
controlling the transfer from the Windows system, i.e. with a real
keyboard, big display and 'mouse'.
