The only sage advice here, is to "Leave the discovery window open for a while"
and the <unknown device> will get removed.

"Essentially what I did was leave the window Bluetooth window open
for an extended period of time and let the PC continue to search
for discoverable devices. As always, when I first opened the window
up I would see 20+ unknown devices just like you described and would
not be able to sync my Bluetooth headset, however simply leaving the
window open while I multitasked with my day to day work seem to
resolve the issue. "
This is not a good answer, but it may allow you to (eventually) finish
a pairing, connection, and an intended activity.
