  In Settings -> Bluetooth & devices, did you try the 'View more
devices' pull down?

  For example on my Windows 11 laptop, the 'Bluetooth & devices' page
only shows the devices to which I have connected at some time, but the
'View more devices' pull down (goes to the 'Devices' page), also shows
Bluetooth devices which are visible but not paired (and hence not
connected).

  You could also try the 'Add device' function.

  And you are sure the Bluetooth part of your phone is set to be
discoverable/visible. (My Samsung phone is always set that way, but some
devices can be set to be not discoverable/visible.)

  BTW, instead of 'Send to' -> 'Bluetooth device', I use 'Send with
Quick Share' (other item on the right-click menu). This uses/requires
the Google/Samsung 'Quick Share' (used to be called 'Nearby Share')
program/app on both (Windows and Android) sides, assuming your
'cellphone' is actually a smartphone and an Android one.
