Running Windows 11 24H2.  Trying to send files to my cellphone.

I can send files to a Windows 10 computer from this computer.

I am in a Local account on the Windows 11 computer

When I try to send files to my cellphone using the Send to Function on 
the right click drop down menu,  Bluetooth does not show my phone as a 
connected device.  There for I can not send files to my phone.

Same computer same phone.  I can send successfully files by Bluetooth to 
the computer.

Any guess where the MS boy hid the security setting to not show the 
cellphone in the Bluetooth Window 11 windows
