Forces are not 'balanced'.
the term action = reaction means something else than what you apparently
think:
If there is a force in one direction, there is always a force, which
acts as kind of 'opponent', because otherwise you cannot apply a force
in the first place.
In case of e.g. a force, which pulls on a string, you cannot apply this
force, without a foce holding the string in place.
You can easily see this, if you cut the string, because in that case the
same pulling force cannot be applied to the string anymore.

Sure, but the force is acting on the string, which pulls into the
opposite direction.
As far as I know: the name of the force of the stone is 'centrifual
force', not 'centripetal'.
That came from the Latin 'fugit', what meeens 'to flee'.

you give the outgoing force the name 'centrifugal', while the exact same
force in the opposite direction the name 'centripetal'
To assume two forces in opposite dierection is what Newton called 'actio
=reactio'. Which is Latin, too, and means 'action equals reaction'.
Both forces are real and caused by different reasons:
one reason is the curvature of the path of the stone. that is a form of
acceleration, hence causes a force
the other is the tension inside the string, which connects the stone
with some sort of support.
