Actually the people I have read that use the term "strong typing" call
languages like Lisp "untyped". For them, if it's not statically
checked, it does not exist. In general, it seems to me that people
who use terms like "strongly typed" and "untyped" know little about
type systems in programming languages. More discerning people
differentiate between types and type checking, know that type checking
can happen at compile time and at run time, and many other things.
