It has been phone calls. Their first tier tech has been very disappointing.
The guy I’m talking to now is excellent. The solution so far is for them to
get my files — encrypted — and arrange for me to be able to download them
to my Mac mini. 

I never set that machine to use iCloud and I do have old backups so that
gives me multiple copies. It’ll be a pain to combine and reorganize — but
my organization of files from the last 20+ years has never been great. 

Then they’ll wipe my iCloud space and start over. It’s currently hosed. 

Your info on trusting the cloud is GENERALLY correct — but there are
exceptions. I’ve run into one. It comes from having LOTS of files tied to
bad luck on this. Apple has seen similar things on rare occasion. 

It’s frustrating. They should be able to handle it better.

I knew it but trusted iCloud. That has proved to be an error.

The meta data and indexing went corrupt. Seems they should be able to
rebuild that — even if it took a day or two — but they can’t. Or won’t.
