Yes, I think it doesn't need to say so explicitely.  It's pretty obviously 
defined for today's world.

In any case, today's portable assembler is asm.js.  The mind boggles, but it 
is apparently easier to specify an efficient and well-defined machine model 
underlying JavaScript than C.  Or maybe it's just that the asm.js people try 
to make something like a portable assembler, because they understand the 
value of that.  That's all Mozilla people, and I guess that the translator 
for asm.js to actual binary is still some Forth code.
