Again that depends on the implementation.
In the worst case locals are slower than global variables, because
there is also the time needed to create the locals when entering the
definition and the time needed for computing the address.
In the best case, we have an analytic compiler that just computes the
data flow through locals and keeps locals in registers where necessary
and optimizes even that away if it's not necessary.
What's currently out there? In Gforth, last time I measured it code
with locals tends to be a little slower than equivalent code that uses
just stacks. VFX, while being an analytic compiler when it comes to
stright-line code and stacks, apparently does not work as well for
locals. In a little test I did a VALUE was faster than a local on
VFX.
