While we are guesses, here's mine: It's the result of locals being
used significantly less often than the stack, especially in the
benchmarks used by MPE. So they just adapted the locals
implementation they had and delayed integrating it into their analyser
until later (which has not happened yet). Same with the return stack.

Here's the code for three equivalent pieces of code:

: dstack dup drop ; ok
: rstack >r r> ; ok
: locals { a } a ; ok
see dstack
DSTACK
( 080BF2F0 C3 ) NEXT,
( 1 bytes, 1 instructions )
 ok
see rstack
RSTACK
( 080BF320 53 ) PUSH EBX
( 080BF321 5B ) POP EBX
( 080BF322 C3 ) NEXT,

I especially like

( 080BF357 81EC00000000 ) SUB ESP, 00000000

and

( 080BF360 8D6D04 ) LEA EBP, [EBP+04]
( 080BF363 8D6DFC ) LEA EBP, [EBP+-04]

although the rest could also be optimized away.
