Well, that was the basic point of the original post, i.e. to come up 
with a new "build system" rather than use make, though I may not have 
made it clear enough that I was talking about writing something bespoke.

The idea is that one config file would say what restrictions or 
limitations source files had (e.g. word size, endianness assumptions, 
required hardware, required libraries etc) and that a completely 
separate config file would tell the build system how to compile files 
which had such attributes.

I have in mind that the /former/ config file would be supplied with the 
source code and would not include any commands. By contrast, the 
/latter/ config file would be supplied by the user running the builds 
(or would be on the system on which the build commands were to be run) 
and it would be the only one which specified commands.

Correct, all of this is nothing to do with make!
