Make is generic. But it is up to you to write generic commands in your
makefiles!
One way to do it, is to use the SHELL variable to specify an interpreter
that can be found on all the systems where you run your makefiles, and
to specify the commands in this interpreter language.
I hear that MS-Windows-10 comes with bash and linux tools. Just install
them and be happy with SHELL=/bin/bash, or install and use your own
command interpreter.
But if you want to use sh on unix and command.exe on MS-Windows, you
will have to restrict yourself to the intersection of those command
languages. It may be very restrictive!

For example, you can write your own interpreter in C, such as do.c:

Then you can use it in your makefile:
