Actually, as I demonstrated, you can, easily and sensibly.
Just set the SHELL to your own command interpreter.

While (most versions of) MS-Windows don't have a standard POSIX shell
and command set, writing a POSIX C program that can be compiled and run
equivalently on unix and MS-Windows seems to be rather feasible.
