The derive class has a "is-a" relationship to the base class. The derived class is always a more specialized version of the base class. If the derived class had things which were not valid in the base class, the is-a relationship would not hold. For instance, a Manager can be a more specialized version of Employee - all Managers are Employees, but not all Employees are Managers. That does not mean you cannot add features to the derived class.
