It all depends on how well designed the system is.  A good design speeds
up programming.

But even though the LOC per programmer-hour varies, it can still be
estimated from a good design with experience and knowledge of programmer
abilities.

Some frameworks will help, but if the system is designed properly, the
most help would be to prevent (or catch early) syntactical errors
(especially unbalanced braces - which can be a bugger to find).
