It depends on your metric. The most widely consumed benchmark I'm aware 
of is TIOBE which measures, broadly speaking, search engine results for 
various languages, and Java consistently ranked highest there for 
several years.

Of course, the most widely-used programming language is indisputably 
Excel spreadsheets. Not the VB macros in spreadsheets, but the 
spreadsheets themselves. :-)
