Das Volkszählungsurteil war damals noch nicht so lange her - ich könnte 
mir vorstellen, daß man eher vorsichtig war, der Bevölkerung gegenüber 
mit der Maschinenlesbarkeit als großen Vorteil hausieren zu gehen.

Wobei ich persönlich mich primär an die Maschinenlesbarkeit als Grund 
für die Einführung erinnere. Was zugegebenerweise allerdings daran 
liegen mag, daß ich auch damals schon für das Thema sensibilisiert war.
